The Executive Committee of the Greenwich Democrats

The Executive Committee of the Greenwich Democratic Town Committee includes leadership positions and the 12 District Leaders. Leadership positions are elected by the membership every two years, as are District Leaders, who are elected by the members of each district.

Officers

Joe Angland, Chair

Joe has served as Chair since June 2019. He and his wife have lived in Greenwich since 1993, and their three sons attended the Greenwich public schools. Joe serves as an alternate member of the Town’s Planning and Zoning Board of Appeals.  He practiced law in New York City for 40 years as a partner in international law firms, and he served on the Board and Executive Committee of the Legal Aid Society of New York.

Joe Angland, Chair

Joe Angland is serving his second term as DTC Chair.  He also served on Greenwich’s Planning and Zoning Board of Appeals. He has practiced law for 45 years, heading the antitrust groups at three international law firms and serving as Chair of the American Bar Association’s Section of Antitrust Law. 

Joe is currently associated with Oxera, a U.K.-based economics consulting firm.  He received a BS in economics from MIT and a JD from Harvard Law School.

Ken is serving his second term as DTC Vice Chair. He represents the
CT 36th Senate District on the Connecticut Democratic State Central Committee. 

     Previously, he was a District Leader for the Greenwich DTC and chaired its Reorganization Committee.

     He has practiced law for 40 years.  During this time, he has worked with firms, as a benefits consultant, and as in-house general counsel.

     Ken has specialized in corporate law, tax law, mergers and acquisitions and employee benefits law.

   Ken received his AB in economics from Cornell University and a JD from Boston University.

Phillis Behlen, Secretary

Phyllis has served as DTC Secretary since 2010, and the Board of Education's  Affirmative Action Advisory Committee, the First Selectman’s Community Development Block Grant Advisory Committee.

     She is a certified volunteer tax preparer assisting low-income taxpayers. Volunteer advocate for poverty-fighting international organization, RESULTS, lobbying our members of Congress.

Senior investment analyst, cost accountant. BA in Economics from the University of Wisconsin and an MBA from New York University.

Jill Oberlander
CT Democratic State Central Committee

Jill is in her first term as a D36 representative to the Democratic State Central Committee.
      She previously served on the Greenwich Board of Selectmen, Board of Estimate and Taxation, including 2 years as Chair, and the Representative Town Meeting.

       Jill’s legal practice focused on state and municipal law and she has a decade of experience on the board of directors for an elder care not-for-profit.

      Jill has a BA from Cornell University, a JD from the University of Chicago Law School, and is currently a student in an Executive Masters in Public Administration program at Cornell.

Kyrie Stillman
District 2

Kyrie and her family have lived in Greenwich since 1999 and her 3 children attended Greenwich public schools.  She has participated in volunteer work and community service, while pursuing a business career in general management and consulting. Kyrie served in the PTA and various school related volunteer organizations. Her additional volunteer endeavors involve board positions focused on the intellectually disabled population.  She is a member of the DTC and District 2 Chair.  She has served on many campaigns and the election committee.  In her business role, Kyrie is an internationally experienced and entrepreneurial marketing executive, managing international teams in England, Switzerland and the USA.  She has applied her broad cross industry marketing capabilities to Fortune 500 companies, privately held, private equity firms and portfolio companies.

Judd Cohen
District 3

Judd Cohen is a former journalist, government official and public relations consultant, who heads his own PR firm, Cohen Communications. He is a 10-year resident of Greenwich and served two-terms on the RTM. Prior to moving to Greenwich, he coached youth sports teams, served on the local library board as well as chaired the town’s Board of Ethics. He is a graduate of the University of Pennsylvania.

Lucy has been a Democrat since she registered to vote as a young adult.  She has been on the Greenwich DTC for almost 8 years and really enjoys participating in the election process with help getting out the vote.

She has lived in Riverside for almost 50 years and for 44 years has been a member of the RTM from District 5. She has been on the Appointments Committee and was Chair of District 5. 

Lucy works locally and is a Loan Officer at Strategy Mortgage and has been in the mortgage business for almost 40 years.  Prior to that she worked at Bankers Trust Company in NY and was the first woman Trust Officer in the Pension Trust Investment Division.

Secretary

Phyllis has served as Secretary since 2011, and for more than 20 years was leader of District 7.  She serves on the Community Development Block Grant Advisory Committee and as treasurer for Meals on Wheels. Previously, Phyllis served in leadership positions on the LWV of Greenwich and the Town’s Affirmative Action Advisory Committee. She focuses her advocacy on programs to alleviate poverty.  

Beth Krumeich

CT Democratic State Central Committee

Along with being a Democratic State Central Committeewoman, Beth is Clerk of the BET, Chair of the Law Committee and member of the HR and Nathaniel Witherell Committees. An attorney, Beth served as an in-house corporate counsel, was a former Vice Chair of the GDTC, past president of the Greenwich League of Women Voters and Co-President of North Street PTA.

Howard Richman

CT Democratic State Central Committee

Howard is in his first term on the Democratic State Central Committee. He has been an active
participant with the DTC since 1993. He was the Democratic candidate for state Senate 36th District in
1994, state House 149th District in 2010 and Town of Greenwich Tax Collector in 2015, 2017 (elected and
served 2 year term) and 2019. He was DTC Treasurer from 2014 - 2018. Howard also served in the RTM
from two different districts and is on the Board of Directors of Community Centers, Inc. of Greenwich.
